Abstract

Based on chronological and systematic methods, the article examines the history of the creation and development of sea harbors on Cape Tagan Rog, starting from the VII century BC. Data from geology, archeology, historiography are used. It is shown that the location of the cape, the rich resource possibilities of the sea and the adjacent fertile lands for thousands of years attracted peoples who were at the peak of ethnogenesis: Hellenic Greeks, Pontic Greeks, Byzantines, Genoese and Venetians, Ottoman Turks equipped anchorages, harbors, strong points here. The naval base «City of Trinity» (Taganrog), created by Peter the I-st and resumed under Catherine the II-nd, the fl eet built and the decisive actions of the army changed the geopolitical situation radically in the region: Russia took control of the Sea of Azov, entered the Black Sea and gained access to the Mediterranean, pacifi ed the Wild Field and the Crimea. The city of Taganrog has become a commercial port with developed foreign trade relations. The presence of the port stimulated the development of industry and cultural ties. In the XX century the city harbors multiplied: the harbor of the metallurgical plant, the ship repair plant, the hydro-base of the aviation plant, yacht clubs, bases of fi shing and small vessels. Today the city has a special marine fl avor, a complex economic, social and cultural structure. Residents use a variety of opportunities for work, leisure and self-development. The results of further archaeological excavations at the cape and archival research will contribute to the education of Russians, broaden their horizons, form a fi rm civic position and a coherent system of views on the world.

Abstract

The relevance of the topic is due to the trends of recent years: a controversial view of gender policy and the actualization of the cultural heritage of the Soviet period. The study of gender images in children’s literature reveals the specifi cs of gender policy in the USSR, the peculiarities of Soviet upbringing and educational settings, as well as ways of representing these topics in children’s magazines for different age groups. In this article, the history of Soviet children’s magazines (mid-1930s-mid-1950s) is shown through gender studies. The children’s magazine in the context of this study is considered as a unique publication that offers the child not only the passive acceptance of textual and visual information, but also the active consolidation of it through play and creative activities. Gender issues in magazines are analyzed on the examples of illustrations, as well as games and tasks for manual labor. It is interesting to trace how the return to the traditional content of gender roles in Soviet society in the mid-1930s. refl ected in the visual and playful component of popular children’s magazines. And also, is there in the visual representation of images of characters in children’s magazines and the representation of gender roles in games and headings for creativity confi rmation of the attempts of the state to create a sexless «Soviet man» in the period of the mid-1930s-mid-1950s, defi ned by sociologists as a period of totalitarian androgyny.

Abstract

The article is devoted to the formation of the concept of Tula in the Russian national picture of the world. The article describes the informational, cognitive-figurative and pragmatic-interpretive components of the concept of «Tula» as a provincial, craft, weapons city. Tula lemma usage selection of contexts from National Corpus of Russian language, Tula State University students survey, as well as fragments of text selected by the author on this topic were used for the conduct of this scientifi c research. Linguistic analysis of the text, structural method of semantics of language unit description, conceptual analysis were used as methods of study. The research resulted in description of linguo-cognitive featured of the “Tula concept” as a fragment of Russian national cognitive and linguistic vision of the world, that has been verbalized in lexics, paremiology, fi gurative constructs of texts of different genres. It has also found its refl ection in strategies and tactics of communicative behavior in Russian ethnic group.

Abstract

The author examines the only production of Maxim Gorky’s novel “Mother” in the USA, which was adapted by Bertolt Brecht and staged by the leading Left-wing theatre of New York – Theatre Union. A brief description of the Union’s stage activity is given. The process of exporting the work to the USA and the role of the Communist International (Comintern) structures in this process are investigated. The history of artistic confrontation of American authors of the production and German playwright, who arrived from over the ocean to supervise it is considered in the paper. As a result of the research of how the production was being made, as well as how it was perceived by Broadway spectators it is possible to conclude that the realistic aesthetics and psychological insight of Gorky was more recognizable to the American producers than Brecht’s epic theatre. The analysis of the “Mother” production is aimed at expanding the views of Russian writer’s works as well as to consider the problem of familiarization of epic theatre, the Brecht’s dramatic composition by American theater-lovers. This research is based on archival materials and hard-to-access foreign sources.

Abstract

The purpose of the study is to create a history of the experimental theater of the 20th century, understood as a laboratory of public speech, as well as to identify the place of the experiments of the theater of the 19th-20th-21st centuries in Russia on the map of contemporary art. According to the concept of the materiality of the performance, which is created by performative means, the voice, performance space, presence, body, oral speech can be considered as a multimedia performance. Along with the methods of historical science necessary for the study of archival and published documentary evidence of experiments with public speech in the theater, the methods of the sociology of art, the history of ideas, and cultural history are used, which allow establishing links between the inventions of new techniques and methods in the art of the theater, the accompanying social and historical events and reveal the genealogy and history of techniques and methods.

Abstract

The paper examines the problem of ensuring the technological independence of Russia. The author considers it in many aspects, in relation to ensuring the independent development of Russian science, revealing, through a comparative analysis of various methods (in terms of R&D costs, «knowledge economy», innovative products, resource intensity), signifi cant shortcomings in measuring the technological level of the country. Using the concept of «institutional competition» of states, the mode of dependent development of the scientifi c sphere is described, which provides a very low rate of technological renewal and provokes technological dependence. In addition, based on past research, structural features and specifi c relationships of parameters for the sectors (manufacturing, raw materials and transaction) of the Russian economy are highlighted, which make it diffi cult to solve the problem of ensuring the technological independence of Russia. Reducing technological dependence requires not only efforts to replace technology imports, but also a set of other actions, without which technology substitution is unlikely to work on the required scale. For example, restoring the management of academic institutions of fundamental subjects from a single center, introducing reasonable openness when considering dissertations, intensifying the efforts of universities in the revival of applied science, within the framework of creating the so-called «technological sector», etc. Improving the measurement of the level of manufacturability requires the development of technological maps and new indicators, such as «technological coverage», which expand the capabilities of standard methods used today.

Abstract

The article considers the issue of formation and implementation in the subjects of the Russian Federation of state-legal policy in the fi eld of scientifi c and technological (innovative) development. There is a need for systematic and consistent activity of the authorities in the fi eld of optimization of the innovation climate in the regions. The methodological foundations of the study of the problem of innovation economy management at the regional level are revealed. The role of the project method of implementing management tasks in the fi eld of scientifi c and technological development of the subjects of the Russian Federation is evaluated. The problems of practical implementation of the goals and objectives laid down in the projects and programs of innovative development of Russia are identifi ed. The regulatory framework for the implementation of measures for the innovative development of Russian regions is characterized. Some recommendations aimed at improving and increasing the effectiveness of state legal policy in the fi eld of scientifi c, technological and innovative development in the Russian regions are proposed.

Abstract

The article discusses the prospects of socio-economic development of the territory of the Arctic zone of the Russian Federation and the role of the organization of Arctic tourism on the Northern Sea Route (NSR). Among all the northern countries of the world, Russia has the longest coastline in the Arctic seas and the largest sector of the adjacent shelf and waters of the seas of the Arctic Ocean (SLO). It is shown that, in comparison with neighboring Arctic countries, the potential of the development of tourist space and the development of Arctic tourism in the Russian Federation is far from being fully used. The current possibilities and prospects of using the nuclear icebreaker fl eet of the Russian Federation for the development of the Arctic zone of the Russian Federation (AZRF) are discussed. The prospects of improving the infrastructure of ports in the northern polar regions and the possibilities of developing Arctic cruise tourism on the NSR route are considered.

Abstract

Branding is an actual and relatively new area of activity for the development of territories. There are various interpretations of this concept, as a result of which there is not always a correct interpretation of its purpose, tools, technological schemes. It is promising to consider a brand from the point of view of social history as the ability to create value energy through the translation of the meaning of the territory. The initial stage of branding involves the formulation of a concept based on knowledge about the territory. The brand concept is the meaning of the territory in the opinion of the local population, expressed through symbols and associations. Historically, the meaning of the territory was formed, fi rst of all, under the infl uence of the geographical factor, which then determined the socio-cultural characteristics of the local population. In this regard, the main task of the brand developers is to transform the physical and geographical characteristics and cultural and geographical objects of the territory into symbolic capital, which in the future should give stable economic indicators. Since 2021, the capital of the Komi Republic has been developing a brand «Syktyvkar – the capital of the Forest». Syktyvkar is a center of timber processing, education, science, culture and sports. The concept of the brand «Syktyvkar - the capital of the Forest» is an idea that can make the city recognizable, unite local residents, attract professionals and give an additional impetus to the development of the territory.

Abstract

In the article, the authors consider creative industries as a modern and rapidly developing sector of the international economy. Today, the creative industries sector is a priority in the state policy of both developed and developing economies of the world. The creative economy as an interconnected system of subjects of various spheres of economic, cultural and social spheres of activity is of great importance for reducing regional socio-economic disparity. In the course of the study, the authors accumulated international classifi ers of the activity types in creative economy. The authors analyzed the international experience of the development of creative industries, as well as a comparative analysis of the state policies of Great Britain, Germany and Russia in the fi eld under study. The authors came to the conclusion that the domestic model of the development of creative industries is at the initial stage of development, due to the lack of suffi cient regulatory and legal regulation, measures of systemic support for creative industries. It is established that positive experience of foreign countries is applied in Russia both at the federal and regional levels.

However, in order to achieve the goals of the Concept and Russia’s entry into the average economic indicators, it requires the development of institutional support mechanisms, as well as the adoption of comprehensive state programs and support measures. Based on the results of the comparative analysis, the authors proposed recommended support measures for the studied area.

Abstract

The article examines the legal regulation of ensuring the national interests of Russia in the scientifi c fi eld in the light of changes in the system of international relations in the second decade of the XXI century. The purpose of the study is to identify the components of the legal support of Russia’s national interests in the implementation of scientifi c and technical partnership within the framework of the Shanghai Cooperation Organization (hereinafter - SCO). The concept of Russia’s national interests is defi ned, the content of these interests in the scientifi c sphere, as well as in the framework of partnership in the Shanghai Cooperation Organization space, is revealed. The authors conclude that there is an increasing need to shift the emphasis from openness and lack of control to the priority protection of national interests. It seems that the international legal regulation of these issues is in the process of formation, proposals are being put forward for its improvement, in particular, it is possible to refer to the experience of the Commonwealth of Independent States, within which a number of agreements on scientifi c cooperation of states and ensuring their national interests have been adopted and are in force.

Abstract

The article considers the transformation of such a relatively new phenomenon of international life as vaccine diplomacy in the context of the ongoing COVID-19 pandemic. Based on the analysis of empirical data collected by working with experts in the fi eld of science diplomacy and international scientifi c and technical cooperation, the authors of the study examined and interpreted some of the qualitative changes in vaccine diplomacy. A content analysis was carried out in order to comprehend the named phenomenon in the interpretation of P. Hotez and in the perception of Russian politicians and diplomats. The results obtained and the generalization of the experience accumulated to date can be of value from the point of view of the further implementation of specialized science and foreign policy initiatives.

Abstract

The article considers domestic and foreign (international) approaches to international development assistance providing. One of the key problems is the current divergence in the Russian informational, scientifi c and legal areas with regard to understanding the essence of the concept of international development assistance. It appears that Russian and foreign researchers mainly focus on the issues of providing economic assistance to developing countries, leaving behind such phenomena as cultural and humanitarian cooperation and humanitarian measures. In addition, in the article Russian legal acts in the fi eld of international development assistance are being investigated in, as well as the information materials of international organizations. Using the methods of content analysis of legal acts and secondary scientifi c data monitoring, the author comes out with a solution to adjust the current vision of the promotion of international development and formulates his own defi nition of this term. The article concludes that the application of international development assistance defi nition developed by the author will simplify the bureaucratic procedures for the partner states of Russian Federation and will facilitate the adoption of managerial decisions based on reducing existing disagreements over the components of international development assistance to minimum.
