HISTORICAL RETROSPECTIVE

Abstract

This article is devoted to a little-studied aspect of the history of Russian exploration of the North - one of the first Arctic expeditions of Russians at the beginning of the 19th century. The appeal to the historical experience of the discovery and study of the New Siberian Islands archipelago is determined by the growing interest in it on the part of world powers in connection with the development of coastal shelf resources that began here and the resumption of work on the Northern Sea Route. In Russian historiography the name M.M. Gedenshtrom for a long time remained a figure of silence in comparison with such researchers as F.P. Wrangel, P.F. Anjou, G.A. Sarychev, E.V. Toll, who studied this region of the Arctic. At the same time, the expedition of M.M. Gedenshtrom is marked not only by its connection with the specific tasks of Russian foreign policy and attempts to solve scientific problems that were pressing for that time, but also with the interests of developing business activity on the islands, the depths of which are still rich in valuable mineral raw materials. MM. Gedenshtrom was the first to create a general map of the New Siberian Islands, describe them, describe the coast between the mouths of the Yana and Kolyma rivers, and correct inaccuracies on previously compiled maps.

Abstract

The article examines some aspects of the current state of education and science in the Russian Federation. Specific examples show the existing contradictions in form and essence, on the one hand, theoretical conclusions, on the other hand, real achievements of state socio-economic policy. The position is argued that well and correctly formulated goals are not always supported by adequate mechanisms for their implementation. The question is raised about the historical mission of scientists, the essence of which is to analyze the contradictions in the development of the system (which corresponds to scientific research methods) and justify the mechanisms for resolving them. Based on the study of historical and statistical material, the thesis on the relevance of the problem of saving time and stimulating labor is argued. It is concluded that government spending on education and science is the basis of the country’s socio-economic development.

Abstract

The problem of assessing the effectiveness of strategic management of socio-economic development of the region remains relevant, despite the large literature and practice. The issues of selecting evaluation criteria, approaches to data generalization, etc. remain unresolved. The study proposes the author’s version of the evaluation method, with the help of which the assessment of strategic management of socio-economic development of the Krasnodar Region is carried out. The assessment is based on three groups of qualitative and quantitative indicators (two parameters in each group), and the final conclusion takes into account significant external factors influencing the development of the region. As a result, the region received an assessment close to the average. At the same time, a number of results of socio-economic development are clearly above the average level, but they were greatly influenced by external positive factors that are not related to the current actions of the authorities within the framework of strategic management.

Abstract

The article reviews the modern strategy of the Russian Federation in the space of its Arctic zone (AZRF) in various fields of activity, taking into account national interests in matters of geopolitics, economics, defense and security, as well as the preservation of easily vulnerable Arctic nature and ecosystems. The Arctic zone of Russia is a special object of state policy; it occupies an important place in ensuring the strategic interests of the country. The documents of strategic planning approved by the President of Russia define key directions and priorities for the development of the Arctic zone, formulate a comprehensive program of transformations for the period until 2035, define measures for social, economic, infrastructural, scientific, technological, environmental development of the Arctic zone, and interaction in the field of international cooperation in modern conditions. Russia turned out to be ready to the actions of Western countries to contain Russia in the Arctic. The sanctions imposed by the West did not have a destructive impact on the development of the Russian Arctic zone or investment projects. The results of the development of the Russian Arctic for the period 2022-2023 indicate positive dynamics in solving the assigned tasks in the most important areas: industrial infrastructure, the Northern Sea Route, the fuel and energy complex, the development of natural resources and a number of others. New facilities and enterprises are being commissioned; the volume of investments in 2023 exceeded 9.7 billion rubles. In the new conditions, Russia continues to build a multi-vector foreign policy in the Arctic. Significant results have been achieved in attracting friendly states to partner cooperation in order to implement projects in the Russian Arctic zone.
