Legal Support of Russia’s National Interests Within the Framework of the Shanghai Cooperation Organization in the Implementation of Scientifi c and Technical Partnership

Abstract
The article examines the legal regulation of ensuring the national interests of Russia in the scientifi c fi eld in the light of changes in the system of international relations in the second decade of the XXI century. The purpose of the study is to identify the components of the legal support of Russia’s national interests in the implementation of scientifi c and technical partnership within the framework of the Shanghai Cooperation Organization (hereinafter - SCO). The concept of Russia’s national interests is defi ned, the content of these interests in the scientifi c sphere, as well as in the framework of partnership in the Shanghai Cooperation Organization space, is revealed. The authors conclude that there is an increasing need to shift the emphasis from openness and lack of control to the priority protection of national interests. It seems that the international legal regulation of these issues is in the process of formation, proposals are being put forward for its improvement, in particular, it is possible to refer to the experience of the Commonwealth of Independent States, within which a number of agreements on scientifi c cooperation of states and ensuring their national interests have been adopted and are in force.
