Institutional capacity of constituent entities of the Russian Federation in cooperation with compatriots abroad: experience of the city of Moscow
Abstract
The article presents a research of the effectiveness of the state policy of the Russian Federation for Russian compatriots living abroad, conducted on the regional level, in particular, by the Government of Moscow. Despite the need to activate all possible structures in this direction, the possibilities of the constituent entities of the Russian Federation remain underused and measured by science. Today, Moscow is one of the constituent entities of the Russian Federation, which has enough resources to support and develop the Russianspeaking area abroad. The main objective of this article is to analyze expert opinions regarding the policy held by the Moscow Government in the sphere of support for Russian compatriots abroad. The empirical analysis carried out in this recearch includes data from an expert interview conducted in 2021 by experts from 14 countries (French Republic, Kingdom of Spain, Netherlands, Republic of Estonia, Slovak Republic, Czech Republic, United Kingdom, Kingdom of Sweden, Federal Republic of Germany, Republic of Turkey, Republic of Kazakhstan, Pridnestrovian Moldavian Republic, Republic of Kyrgyzstan, Republic of Armenia). The panel of experts included the heads of the coordinating councils of organizations of Russian compatriots abroad, representatives of organizations of Russian compatriots, heads of educational organizations, including Russian schools abroad, heads of Russian youth public organizations from 14 countries near and far abroad. In conclusion, the author sums up the effectiveness of the activities carried out by the Moscow Government for the Russian-speaking diaspora. Studying the experience of the Moscow Government will make it possible to develop proposals for other entities on their participation in the implementation of policy towards Russian compatriots abroad.
