Terminological Aspects of International Development Assistance

Abstract
The article considers domestic and foreign (international) approaches to international development assistance providing. One of the key problems is the current divergence in the Russian informational, scientifi c and legal areas with regard to understanding the essence of the concept of international development assistance. It appears that Russian and foreign researchers mainly focus on the issues of providing economic assistance to developing countries, leaving behind such phenomena as cultural and humanitarian cooperation and humanitarian measures. In addition, in the article Russian legal acts in the fi eld of international development assistance are being investigated in, as well as the information materials of international organizations. Using the methods of content analysis of legal acts and secondary scientifi c data monitoring, the author comes out with a solution to adjust the current vision of the promotion of international development and formulates his own defi nition of this term. The article concludes that the application of international development assistance defi nition developed by the author will simplify the bureaucratic procedures for the partner states of Russian Federation and will facilitate the adoption of managerial decisions based on reducing existing disagreements over the components of international development assistance to minimum.
