Position of Russian macro-regions on the path "from growth to development"
Abstract
Modern realities dictate new conditions, followed by new approaches to assessing economic development. In the article, the author describes such modern trends in the economy as: instability in the face of “shocks”, the absence of a direct relationship between GDP growth and welfare growth, regionalization and proposes to consider the IDI assessment method against their background as more appropriate in the course of developing a strategic course for Russian regions and spatial policy. The results of the research made it possible to determine the positions of the macro-regions of Russia (identified by the Strategy for Spatial Development of the Russian Federation until 2025) on the path “from growth to development”, namely, to a uniform and balanced development of the economic, social and environmental spheres. The Discussion and Results section presents the final rating of inclusive development, compiled on the basis of data from Rosstat and the Ministry of Finance of Russia from 2019. The author provides evidence of a significant dependence of the inclusiveness of Russia's macroregional development on GDP indicators.
