Strategies for Educating Foreigners in Russia in the Context of International Educational Diplomacy

Abstract
Modern Russia has inherited from the Soviet Union an extensive network of educational institutions and some educational traditions, which are determined by its historical objectives and geopolitical position. Over time, Soviet standards of education have become partially outdated, partially artificially abolished, and the Russian state itself has faced a number of new challenges that involve the return of the Russian Federation to a number of world powers with a competitive level of education. From an internal political point of view, Russian universities, on their way to improvement, face a number of tasks that cannot be accomplished without the support of the state and the coordinated work of a number of departments. This domestic political aspect of improving everyday life and Russian education is closely linked to the international one. The agenda includes the creation of Russian university ratings focused on the global market, special portals with offers and advertising of a number of educational opportunities, as well as work related to the promotion and recognition of Russian education in the international arena. The article provides a review of the literature on key issues and trends in their evolution and development characteristic of recent years, compares and evaluates the Soviet legacy with modern practices, and suggests ways to solve some of the main problems based on Soviet and foreign experience.
