Abstract

The article is devoted to the identification of the stages and interpretation of the features of denazification in West Germany from 1945 to the 2010s. The article shows that denazification was not carefully thought out from the start, and the details that were most important remained the responsibility of the occupation authorities, whose interests included not only freeing Germany from the burden of the National Socialist past, but also post-war economic recovery, increasing subjectivity in relations with the GDR and the USSR, and building loyalty with Western countries. states, and therefore the process of denazification was doomed to remain superficial. The instruments of denazification – military tribunals, literary works, and commemorative practices – were initiated primarily within Germany itself and implemented inconsistently and conventionally. This led to the processes of victimization of memory, in which the German people began to act as the main victim of the Second World War, having suffered not only from the Nazi authorities, but also from the Soviet Union. Such processes continue right up to the present day and partially determine the state of the Western socio-political discourse on the conduct of a Special military operation of the Russian Armed Forces in Ukraine.

Abstract

The participation of hundreds of thousands of servicemen of the Armed Forces of the Russian Federation in a Special military operation has raised the question of their return to civilian life as sparing as possible. The problem is complex – medical, social, moral and psychological - in nature and requires significant efforts by the state and society to solve it. Its successful solution is impossible without drawing lessons from the historical experience associated with the participation of our compatriots in one of the most violent military conflicts of the recent past – the war in Afghanistan (1979-1989). Judging by today’s government policy to support the participants of the SVR, such lessons are being learned by helping those returning from the area of the operation to avoid the so-called Afghan syndrome. Thus, the “Time of Heroes” program initiated by the Russian authorities seems to be an important step aimed at radically updating and modernizing the country’s political elite.

Abstract

The article is devoted to the study of the contribution of the Berdyansk district zemstvo to the development of medicine in the last third of the 19th century and the analysis of the possibilities of applying this historical experience in modern conditions. The main problem of the study is the need to study effective models of the organization of medical care in rural and county territories, especially in the context of high morbidity and mortality of the population in the post-reform period. The author uses the historical and analytical method, relying on archival materials, statistics, reports of zemstvo meetings and publications of the periodical press of that time.

The results of the study showed that the Berdyansk Zemstvo successfully introduced a district health care system, increased funding for health care, organized sanitary and educational measures, which led to a decrease in mortality and an improvement in the health of the population. Particular attention is paid to the role of zemstvo doctors and paramedics, as well as the creation of infrastructure, including hospitals and sanitary commissions. The study demonstrates that zemstvo medicine has become an important stage in the formation of publicly available medical care, and the principles can be in demand in modern conditions to solve the problems of local self-government.

Abstract

This paper examines the potential of mentoring integration in the historical territories of the Russian Federation as an effective tool for the preservation and development of cultural heritage. The theoretical rationale for the use of mentoring in this field is considered, best practices are analyzed and specific features of the implementation of mentoring programs in historical territories are identified. Special attention is paid to the role of mentoring in transferring unique knowledge, skills and traditions from experienced craftsmen and keepers of cultural heritage to the younger generation, as well as in building human resources for the sustainable development of historical territories. The research is aimed at identifying factors contributing to the successful integration of mentoring into the system of preservation and development of cultural heritage and developing recommendations for its effective application in various historical territories of the Russian Federation.

Abstract

The article is devoted to the analysis of the processes of identification in the history of Lugansk and the territories that make up the Lugansk People’s Republic. The factors of the formation of the industrial specificity of the Lugansk society are considered, and the historical roots of various ethno-demographic groups that influenced the historical image of Lugansk, such as the Don Cossacks and the Serbs, are traced. The history of changes in the name of the city, Lugansk and Voroshilovgrad, is examined in the light of value, political, and ideological factors. The identification processes in the history of Lugansk during the 18th-20th centuries reflected various aspects of its significance within the Russian state: as a natural source of military-industrial resources, as a political-administrative unit, as an industrial hub, and as a collective entity with a specific socio-political and behavioral image. The issue of state borders and relations with Ukraine was particularly acute during the Civil War of 1917-1922, which was reflected in the tragic history of the Donetsk-Krivoy Rog Republic. The historical processes of identification and self-identification of the demographic community of Lugansk and its surrounding territories played a crucial role in the historical choices of 2014 and 2022. The Luhansk mentality was the value-based core of the protest movement against the results of the 2014 Kiev coup, and it served as a stable collective foundation for the processes of establishing the LPR in the Russian civilizational space during the years 2014-2022, and as a constituent entity of the Russian Federation.

Abstract

The article examines the social conditions in the territories of the Donetsk and Lugansk People’s Republics, as well as the Zaporozhie and Kherson oblasts, in the context of the Special Military Operation (SMO) and the process of integration into the Russian Federation. The focus is on the transformation of public consciousness and the collective unconscious of the residents in these regions. The author relies on field research, political rhetoric analysis of regional leaders, and secondary analysis of similar studies by other researchers. The complex conditions of social and political transition are highlighted, along with the risks of emerging societal states such as borderline social reality, fragmented identity, and dependent subjectivity. The images and archetypes forming in Russia’s liberated territories are analyzed, with particular attention to the blurring boundary between war and everyday life phenomenon, which contributes to anxiety condition among the population. Archetypal structures - such as the image of the hero-defender, the suffering homeland, the motherland, and civilizational unity with Russia—play a crucial role in collective adaptation and regional subjectivity. It is stated that while all four regions share a set of common, foundational experiences and archetypes, they differ in the depth of their entrenchment and the ways how these archetypes are actualized. The conclusion is drawn on the necessity for cultural, educational, and psychological efforts that would be aimed at integrating the population and overcoming condition of traumatic uncertainty.

Abstract

The article is devoted to the activities of the civil-military administrations (CMA) of the Zaporozhie and Kherson regions after the start of the Special Military Operation of the Armed Forces of the Russian Federation in Ukraine in February 2022 and up to the entry of both regions into Russia in October 2022. The study identified and analyzed the main regulatory legal acts through which the activities of the CMA were regulated. The practical activities of the CMA on the normalization of vital activity in the subordinate territory are highlighted, and the mistakes and shortcomings made in this process are revealed. It is indicated that the tasks of an economic nature, social support for the population and ensuring public order were solved separately from military issues, which were entirely within the area of responsibility of the command of the Russian armed forces. Despite all the difficulties, the CMA managed to organize its activities in such a way that, with significant assistance from the Russian federal authorities, it was possible to restore normal functioning in the territories of the Zaporozhie and Kherson regions in just a few months and successfully hold a referendum on the entry of both regions into the Russian Federation.

Abstract

The search for approaches to ensuring the economic security of the Lugansk People’s Republic (LPR), as well as other new territories of the Russian Federation, contributes to improving the efficiency of their integration process. The article is devoted to substantiating the expediency of using the indicator “quality of life” as an assessment indicator in the regional economic security system. Domestic scientists predominantly solve the problem of assessing the level of economic security of the region by using effective gross indicators. According to some researchers, this approach is not accurate enough. The study determines the significance and place of assessment as a methodological and managerial tool in the economic security system The study identified the significance and role of assessment as a methodological and managerial tool in the regional economic security system. The research is based on the methods of system, descriptive, and comparative analysis. The paper presents the author’s approach to the formation of a comprehensive indicator of “quality of life” and the results of the analysis of the quality of life in the Southern Federal District for the period of 2016-2021. This region was chosen due to the lack of necessary statistical information on the LPR. The assessment of the economic and social situation in the LPR was conducted based on individual indicators. The analysis showed that the quality of life at the regional level accurately reflects the level of economic development and economic security. In the future, it is necessary to include the LPR and other new territories in the Russian Federation’s regional statistical system as soon as possible.

Abstract

The article examines cash circulation in the Donetsk People’s Republic and the Luhansk People’s Republic in 2014-2022. The results of the analysis of regulatory legal acts of the DPR, LPR, the Russian Federation, Ukraine, and the European Union are presented. Particular attention is paid to banknotes that constituted paper money circulation in the territories of independent republics after the adoption of the first regulatory legal acts governing the organization of money circulation and the introduction of a multicurrency system using the Ukrainian hryvnia, Russian ruble, US dollar and euro. The author highlights the similarities and differences in the organization of money circulation in the territories of the Donetsk People’s Republic and the Luhansk People’s Republic, due to different approaches to the design of regulatory legal acts. The article accumulates information on the organization of money circulation in the territories of the DPR and LPR, contained in regulatory legal acts, which is also compared with information of significance for bonists (in terms of determining the composition of paper money circulation), which makes the article unique due to the lack of research and comprehensive sources of information on this topic. The author emphasizes the importance of understanding the strategy for organizing money circulation chosen by new players on the political map of the world.

Abstract

The article reveals the problems of constructing ideas about the future among young citizens of new regions of Russia, the peculiarities of forming a view on the future development of society and the state, taking into account new geopolitical challenges and personal trajectories. The authors present the results of their own applied research aimed at identifying subjective ideas about the future and the system of factors influencing them. The theoretical basis of the research is a politicalpsychological approach that allows us to consider the mechanisms of designing the future, evaluate the system of political motivations, orientations and meanings in the system of strengthening the political subjectivity of citizens in the process of building the future; an identitarian approach that makes it possible to analyze the trajectories of the future through the formed belonging of individuals to a particular community; a constructivist model that explains the content of the process of building a picture of the future. The research methods were focus group interviews and a questionnaire survey with school, student and working youth from new regions. It is determined that a significant influence factor on building a picture of the future is the previous experience of young citizens, which is a well-established cognitive model that is currently undergoing changes under the influence of the process of resocialization. It is revealed that the future lies in the actual living space of young people in the short or medium term; a positive and stable view of the development of the state and regions of Russia, strengthening positions on the world stage in the future are semantic dominants for the formation of a common civil identity and the development of consolidating potential.
