Большой опыт государственной службы Е.М. Примакова на постах главы СВР, министра иностранных дел, председателя правительства России аккумулирован в его теоретических и мемуарных трудах. Эти сочинения представляют ценный материал для решения современных проблем РФ, в том числе - взаимодействия Центра и регионов России. Актуальность проблемы связана как с внутрироссийским неравенством субъектов, так и с внутренними территориальными проблемами стран постсоветского пространства. В результате анализа историко-теоретических работ Примакова выделяются базовые принципы решения проблем Центра и регионов, которые могут быть применены в законотворческой и исполнительской деятельности федеральных властей.
Primakov's extensive public service experience as head of the Foreign Intelligence Service, Minister of Foreign Affairs, and Prime Minister of Russia is accumulated in his theoretical and memoir works. These works provide valuable material for solving contemporary problems of the Russian Federation, including the interaction between the Center and the regions of Russia. The urgency of the problem is connected both with the intra-Russian inequality of subjects, and with the internal territorial problems of the countries of the post-Soviet space. As a result of the analysis of the historical and theoretical works of Primakov, the basic principles for solving the problems of the Center and the regions are singled out, which can be applied in the legislative and executive activities of the federal authorities.
