В статье операционализируется понятие международное сотрудничество и рассматриваются особенности участия в нем субъектов Российской Федерации. Автор определяет международное сотрудничество как процесс и результат взаимной координации решений и действий участников, осуществляемых на основе ожидаемых взаимных выгод и согласования интересов. С этих позиций рассматриваются институциональные возможности субъектов Российской Федерации, правовые и организационные основы международного сотрудничества регионов. Автор приходит к выводу о формировании в России скоординированной функциональной модели международного сотрудничества регионов. Особенность модели заключается в ее тяготении к централизации, несмотря на правовые и организационные возможности субъектов РФ самостоятельно определять свои внешнеэкономические и международные культурные связи. Эти возможности не используется регионами по ряду причин, среди которых не только финансовая несамостоятельность части регионов, но и недостаточность кадровых ресурсов, осмысления опыта зарубежных моделей межрегионального сотрудничества, систематизации и осмысления успешного опыта ряда российских регионов. В статье выделяются значимые для России особенности европейской, американской, азиатской моделей международного сотрудничества регионов и приводятся примеры использования некоторых инструментов этих моделей в российской практике.
The article operationalizes the concept of international cooperation and discusses the features of participation in it of the regions of the Russian Federation. The author defines international cooperation as a process and result of mutual coordination of decisions and actions of participants, carried out on the basis of expected mutual benefits and coordination of interests. From these positions, the institutional capabilities of the regions of the Russian Federation, the legal and organizational foundations for international cooperation between the regions are considered. The author comes to the conclusion about the formation in Russia of a coordinated functional model of international cooperation between regions. The peculiarity of the model lies in its gravitation towards centralization, despite the legal and organizational possibilities of the regions of the Russian Federation to independently determine their foreign economic and international cultural ties. These opportunities are not used by the regions for a number of reasons, including not only the financial lack of independence of some regions, but also the lack of human resources, understanding the experience of foreign models of interregional cooperation, systematizing and comprehending the successful experience of a number of Russian regions. The article highlights the features of the European, American, Asian models of international cooperation between regions that are significant for Russia and provides examples of the use of some of the tools of these models in Russian practice.
