Государство, являясь ключевым социальным институтом, выполняет функцию упорядочивания общественных процессов и обеспечения устойчивого развития общества. Эти стратегические задачи не могут быть реализованы без наличия эффективной системы финансовых институтов и централизованного финансового контроля, функционирование которых базируется на четком и последовательном правовом регулировании обращения денежных средств, особенно в сфере наличных расчетов. Именно нормативное закрепление принципов обращения наличных денег обеспечивает прозрачность финансовых потоков, предотвращает злоупотребления и способствует укреплению доверия к национальной денежной системе.

The state, being a key social institution, performs the function of streamlining social processes and ensuring the sustainable development of society. These strategic objectives cannot be realized without an effective system of financial institutions and centralized financial control, the functioning of which is based on clear and consistent legal regulation of the circulation of funds, especially in the field of cash payments. It is the regulatory consolidation of the principles of cash circulation that ensures transparency of financial flows, prevents abuse and helps to strengthen confidence in the national monetary system.
