В статье показаны особенности современного мирового развития в контексте военно-политических отношений. Раскрыты особенности геополитического положения Республики Беларусь, а также тенденции развития военно-политической обстановки. Акцентируется внимание на усилении фактора межгосударственного противоборства в международных отношениях. Обеспечение безопасности социальной системы обусловлено ее зависимостью от инструментов и технологий силового (деструктивного) воздействия на нее. Установлено, что война как крайняя форма социального насилия – одна из форм социального бытия. Подчеркивается, что понимание философии войны является отправной точкой для выработки системных мер по обеспечению национальной безопасности. Раскрыты особенности становления и развития философского осмысления войны. Выявлены основные закономерности современного насилия. В условиях нарастания военного насилия определяющая роль в сохранении государства отводится военной сфере национальной безопасности. Определены и рассмотрены основные закономерные тенденции военного насилия. Особое внимание обращено на специфику гибридной и ментальной войны. Современное состояние социального бытия можно охарактеризовать как мировоенные отношения. Трансформация философии войны свидетельствует о смене парадигм войны и широком использовании невоенных мер в военном противоборстве для достижения политических целей. Сделан вывод о необходимости сущностного понимания философии современной войны, а также о выделении самостоятельного научного направления – философия национальной безопасности как теоретико-методологической основы деятельности в сфере управления обществом и государством.
The article shows the peculiarities of modern world development in the context of military-political relations. The peculiarities of the geopolitical position of the Republic of Belarus, as well as trends in the development of the military-political situation are revealed. Attention is emphasized on the strengthening of the factor of interstate confrontation in international relations. Ensuring the security of the social system is conditioned by its dependence on the tools and technologies of force (destructive) impact on it. It is established that war as an extreme form of social violence is one of the forms of social existence. It is emphasized that the understanding of the philosophy of war is the starting point for the development of systemic measures to ensure national security. The peculiarities of the formation and development of philosophical understanding of war are revealed. The main regularities of modern violence are revealed. In the conditions of increasing military violence, the military sphere of national security plays a determining role in the preservation of the state. The main regular trends of military violence are defined and considered. Special attention is paid to the specifics of hybrid and mental warfare. The modern state of social existence can be characterized as world-war relations. The transformation of the philosophy of war indicates the change of paradigms of war and the widespread use of non-military measures in the military confrontation to achieve political goals. The conclusion is made about the need for an essential understanding of the philosophy of modern warfare, as well as the allocation of an independent scientific direction – philosophy of national security as a theoretical and methodological basis of activity in the sphere of society and state management.
