На конкретных примерах показаны имеющие место противоречия формы и сущности, с одной стороны, теоретических выводов, с другой стороны, реальных достижений государственной социально-экономической политики. Аргументировано положение о том, что хорошо и правильно сформулированные цели не всегда подкреплены адекватными механизмами их реализации. Поставлен вопрос об исторической миссии учёных, суть которой состоит в анализе противоречий в развитии системы (что соответствует научным методам исследования) и обосновании механизмов их разрешения. На основе изучения исторического и статистического материала аргументирован тезис об актуальности проблемы экономии времени и стимулирования труда. Сделан вывод о том, что государственные расходы на образование и науку – основа социально-экономического развития страны.</p></abstract><trans-abstract xml:lang="en"><p>The article examines some aspects of the current state of education and science in the Russian Federation. Specific examples show the existing contradictions in form and essence, on the one hand, theoretical conclusions, on the other hand, real achievements of state socio-economic policy. The position is argued that well and correctly formulated goals are not always supported by adequate mechanisms for their implementation. The question is raised about the historical mission of scientists, the essence of which is to analyze the contradictions in the development of the system (which corresponds to scientific research methods) and justify the mechanisms for resolving them. Based on the study of historical and statistical material, the thesis on the relevance of the problem of saving time and stimulating labor is argued.
