Статья содержит размышления автора о политике формирования гражданской идентичности в новых субъектах РФ. Автор фокусирует внимание на сложностях интеграции населения новых субъектов РФ в единое российское социокультурное, информационное и идеологическое пространство. Опираясь на материалы различных российских исследований, автор говорит об общем культурном коде населения России и новых субъектов РФ, историко-культурных особенностях территорий, которые являются основой для формирования гражданской идентичности. При этом отмечается наличие идентификационного конфликта у некоторой части населения новых субъектов РФ. Определяются основные задачи политики гражданской идентичности. Автор считает, что с научной точки зрения необходима разработка и предложение методов результативной диагностики ситуации. Предлагается разработка таких методов на базе достижений сетевого подхода, агентного моделирования и концепции коммуникационных режимов. С практической, управленческой точки зрения автор отмечает необходимость разработки и применения технологий социальной инженерии. В статье перечисляются конкретные технологии и инструменты формирования гражданской идентичности населения новых субъектов РФ.
Основные результаты и выводы исследования были презентованы в докладе автора на стратегической сессии «Социология российской идентичности: портрет современного общества» Форума российской идентичности (г. Москва, 20-21 ноября 2024 года).
The article contains the author’s reflections on the policy of forming civic identity in the new subjects of the Russian Federation. The author focuses on the difficulties of integrating the population of the new subjects of the Russian Federation into a single Russian socio-cultural, information and ideological space. Based on the materials of various Russian studies, the author speaks about the common cultural code of the population of Russia and the new subjects of the Russian Federation, the historical and cultural characteristics of the territories that are the basis for the formation of civic identity. At the same time, there is an identification conflict among some of the population of the new subjects of the Russian Federation. The main objectives of the civil identity policy are defined. The author believes that from a scientific point of view, it is necessary to develop and propose methods for effective diagnosis of the situation. It is proposed to develop such methods based on the achievements of the network approach, agent modeling and the concept of communication modes. From a practical, managerial point of view, the author notes the need to develop and apply social engineering technologies. The article lists specific technologies and tools for the formation of civilidentity of the population of the new subjects of the Russian Federation.
The main results and conclusions of the study were presented in the author’s report at the strategic session “Sociology of Russian Identity: Portrait of Modern Society” of the Russian Identity Forum (Moscow, November 20-21, 2024).
